Yep. When you deactivate an install it frees up a slot for a another install. For example, if you have the Personal license and can't activate a new install because you've reached the install limit, you could simply deactivate an old install then try activate the new install again. If you wish to re-activate the deactivated install later, you can do the same thing.

We test and currently support migration from one multisite install to another multisite install at the Network Admin level. We don't currently support the migration of a multisite install to a non-multisite install, nor do we support the migration of a subsite from one multisite install to another, or the extraction of a subsite from a multisite install.
